Operationeel proces initiële afgifte BASA EU - USA

1. Actors and activities

   1. AMO

      • Request for 14 CFR part 145 approval in accordance with the agreement between the EU and the USA.

   2. CAA-NL

      • Provide guidance material and forms (on website).

   3. AMO

      • Review guidance material.
      • Prepare FAA supplement to the MOE.
      • Submit pre-application statement of intent (FAA Form 8400-6) and FAA SAS Vitals Information to CAA-NL.

   4. CAA-NL

      • Inform FAA about pre-application.

   5. FAA

      • Provide pre-certification number to CAA-NL.

   6. CAA-NL

      • Notify applicant of pre-certification number.
      • Provide tender to applicant.

   7. AMO

      • Apply for initial certification by submitting applicable documents (FAA Form 8310-3, MOE-supplement, dangerous goods letter, statement of need, applicable adresses, copy EASA Form 3).

   8. CAA-NL

      • Review application for completeness and correctness.
      • Send invoice.
      • Perform oversight audit.
      • Process findings in accordance with EASA-procedures.
      • Complete FAA Form 8310-3 and Audit Report 2
      • Include separate Audit Report 2 and signed recommendation for each additional fixed location and line station that will utilize the 14 CFR part 145 privileges.

   9. AMO

      • Pay fee to CAA-NL.

   10. CAA-NL

       • Send applicable documents to FAA.

   11. FAA

       • Review application.
       • Send invoice to AMO.

   12. AMO

       • Pay fee to FAA.

   13. FAA

       • Provide FAA Form 8000-4 Air Agency Certificate and FAA Form 8000-4-1 Repair Station Operations Specifications to AMO.

   14. AMO

       • Sign and return copy of OpSpecs to FAA and CAA-NL.

   15. CAA-NL

       • Enclose auditing of activities conducted in accordance with the FAA supplement to the MOE in the regular oversight programme.
